Armaments Policy

The Armaments Policy Division is responsible for advising the German Permanent Representative to the European Union and the German representative on the EU Political and Security Committee (PSC) on all armaments policy matters, including economic aspects.
The range of tasks, which are coordinated across departments, includes:
- Representing German interests by
- Participation in the Defence Industry Working Party (DIWP), for example EDIP, ECF shares, EU funding programmes, etc., as well as all armaments and armaments industry policy matters
- Analysing and evaluating activities and developments relating to armaments policy at the European Union (EU), the European Defence Agency (EDA), the European Parliament and the European Commission
- Representing German positions and interests vis-à-vis the EDA Executive Board and in EDA working groups/meeting formats
- Representing German positions and interests in Commission expert groups related to defence, for example the Observatory for Critical Technologies in Defence and Space
- Bi- and multilateral coordination with the delegations of the member states on armaments policy matters
- Planning, preparing and conducting visits and information events within the scope of responsibilities
- The members of the Armaments Policy Section advise and support interested parties from the Federal Ministry of Defence (BMVg) in their applications to the European Commission and the EDA.
- The Armaments Policy Section has a tight knit network established involving German members of the Commission, the EDA, to representatives of industry in Brussels, to think tanks and other organisations.
- The Armaments Policy Division has five members. It reports to the PSC Ambassador.
Instructions are issued by the BMVg Policy Department I 1/202 and Armaments Department II 5, which is why it also has very close ties to the BMVg Armaments Department.
The Armaments Policy Working Group is headed by Minister Counsellor Dr. Werner Häfner.
